Notice Of Request for Proposals For Affordable Housing To Non-Profit Organizations

Notice is hereby given, in accordance with N.J.S.A. 19:44-20.5 et. seq., through a fair and open process, the Township of Chester is requesting from non-profit organizations receipt of sealed proposals for the redevelopment for affordable housing of Block 26.02, Lot 7, commonly known as the Glenlora site.

Request for Proposals documents may be obtained on or after April 1, 2024, during regular business hours, 9:00 AM to 4:30 PM, prevailing time, Monday through Friday, by contacting the office of the Clerk/Administrator, Municipal Building, 1 Parker Road, Chester Township, New Jersey, 07930, 908-879-5100 (ext. 810), or may be downloaded directly from the Chester Township website at www.chestertownship.org.

Sealed RFP responses must be received in the office of the Clerk/Administrator of Chester Township no later than 11:00 A.M. on June 11, 2024. Proposals are to be submitted in a sealed envelope addressed to:

The successful respondent shall comply with the Affirmative Action requirement of N.J.S.A. 10:5-31, et seq. and N.J.A.C. 17:27.

Chester Township reserves the right to waive minor defects and informalities in any proposal and to reject any and all proposals or accept a proposal that are, in the opinion of Chester Township, in the best interests of the Township.


Notice to Bidders

Notice is hereby given that sealed proposals will be received by the Township Council of the Township of Chester, Morris County, New Jersey for CHUBB PARK FIELD LIGHTING. The bid opening will be held in the municipal building at 1 Parker Road, Chester, NJ at 11:00 A.M. on Wednesday, May 29, 2024.

Proposals can be mailed to the Township of Chester, 1 Parker Road, Chester, NJ 07930. The Township of Chester assumes no responsibility for bids returned by mail. Proposals may also be submitted in person at the municipal building.

The project consists of the lighting of two (2) soccer fields and a set of pickleball/tennis courts located at Chubb Park in the Township of Chester.

All work on this contract shall be completed within ninety (90) calendar days from the issuance of a Notice to Proceed.

Contract documents and drawings for the proposed work, which have been prepared by the Township Engineer, William Masol, P.E., C.M.E. of the firm of French & Parrello Associates, are on file at the office of said Engineer at 700 Grand Avenue, Unit 5A, Hackettstown, New Jersey, and may be inspected by prospective bidders during business hours.

Bidders will be furnished with a copy of the Contract Documents by request upon proper notice and payment of a non-refundable charge of One Hundred dollars ($100.00) payable to French & Parrello Associates to defray the cost thereof. Proposals must be made on the standard Proposal forms in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to the Township Administrator/Clerk, Township of Chester and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the municipality and either a Bid Bond or a Certified Check drawn to the order of “Township of Chester” for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of this project is required.

The award of the Contract for this project will not be made until the necessary funds have been provided by the Township of Chester in a lawful manner.

A complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required shall be required as outlined in the Specifications before furnishing proposal forms or specifications, or before awarding the Contract.

Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. 

The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Township. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.

The successful bidder shall be required to comply with the following:

A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.).

  1. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et. seq.).
  2. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act.
  3. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1 et seq.).
  4. Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199, and 391.

The bid must also be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33 N.J.S.A. 52:25-24-2).
