Department History

The Chester Township Police Department was instituted in modern form in 1957 with the hiring of Edward M. Strait, who as our first full-time police officer immediately set out to organize a well-trained and regulated association of part-time volunteer officers to assist him in his duties. Patrolman Strait was named the department's first Chief of Police in early 1958 and never looked back. He was joined by additional full-time officers in the mid 1960's, some whose names you may remember, Harold Dilley, Richard N. Darling and Vernice "Skip" Robbins. The Department grew steadily in terms of manpower and expertise under Chief Strait's watch with Wandy Cox, Lou Case, Jeff Smith, Steve Beyer and Craig Young all beginning their careers in the early 1970's. Both Strait and the Department achieved public acclaim as being both efficient and progressive. Special and Reserve Officers served their community with countless hours of volunteer time, sharing the same risks facing the full-timers. One hundred and five officers served with the reserve as members of the Chester Police Association through 1984 when the association was disbanded.

Your Department Today

The Chester Township Police Department currently consists of 15 officers under the command of Chief Curtis York and provides both patrol and emergency response services. The Police Department prides itself as being a small town police department while providing its officers with modern technology in order to best serve its citizens. Lt. Wayne Martini oversees the department's detective bureau. The Traffic Bureau / Community Services Bureau is handled by Ptl. James Carkhuff who also serves as the Departments D.A.R.E instructor.

Education and training have always been and remain a hallmark of the Chester Township Police Department. Over the years, four officers have been selected to attend the Federal Bureau of Investigation National Academy in Quantico, Virginia, graduating in 1972, 1978,1988 and 2002 respectively. Three officers have completed the Northwestern University School of Police Staff and Command and five are graduates of the West Point Command and Leadership Program. We have five officers trained by Northwestern University in traffic accident reconstruction on staff, four certified D.A.R.E. instructors, and one officer is a certified Drug Recognition Expert. Other officers trained in advanced criminal investigation, homicide investigation, fingerprint examination and drug/narcotics investigations. All officers are trained in First Aid (six are certified Emergency Medical Technicians), heart defibrillation, firearms, breathalyzer and Radar use.

Community Services

The Chester Township Police Department offers firearms safety training, personal photo identification cards for residents who require them, a program for the recovery of missing persons, particularly those with memory loss, a telephone call-in welfare check for the elderly and others who may feel a need to participate and a house check service for residents away on vacation. All residents should feel free to participate in any of these programs. Officers are also available to speak with local community groups on request.

The Police Dept has formal procedures for investigating your complaint. These procedures ensure fairness and protect the rights of both citizens and law enforcement officers. If you would like to file a complaint, please complete the "Citizen Complaint Form" and submit it to the Police Dept.
