Department History

The Chester Township Police Department was instituted in modern form in 1957 with the hiring of Edward M. Strait, who as our first full-time police officer immediately set out to organize a well-trained and regulated association of part-time volunteer officers to assist him in his duties. Patrolman Strait was named the department's first Chief of Police in early 1958 and never looked back. He was joined by additional full-time officers in the mid 1960's, some whose names you may remember, Harold Dilley, Richard N. Darling and Vernice "Skip" Robbins. The Department grew steadily in terms of manpower and expertise under Chief Strait's watch with Wandy Cox, Lou Case, Jeff Smith, Steve Beyer and Craig Young all beginning their careers in the early 1970's. Both Strait and the Department achieved public acclaim as being both efficient and progressive. Special and Reserve Officers served their community with countless hours of volunteer time, sharing the same risks facing the full-timers. One hundred and five officers served with the reserve as members of the Chester Police Association through 1984 when the association was disbanded.

Your Department Today

The Chester Township Police Department currently consists of sixteen officers under the command of Chief Wayne A. Martini. The Police Department prides itself in being a small town agency with a strong focus on Community Service. We are dedicated to providing our officers with the best possible training to professionally and effectively serve our citizens and those requiring our assistance.

Sgt. Jon Loprete oversees the department's Detective Bureau. The Traffic Bureau is headed by Lt. Thomas Schmieder. Internal Affairs, Juvenile matters, Community Service and DARE are the responsibility of Detective Anthony DaCunza. Sgt. Edward Noonan oversees the Internal Affairs Unit.

Education and training have always been and remain a hallmark of the Chester Township Police Department. Of the current membership, three Command level officers have completed the highly regarded West Point Staff and Command Leadership Program. All officers are trained in basic tactical response and two of our officers are members of the highly trained Morris County Rapid Deployment team. Three officers are traffic accident re-constructionists., two are certified D.A.R.E. instructors, and one officer is a certified Drug Recognition Expert. All officers are trained in basic First Aid including heart defibrillation and fourteen of our officers are Emergency Medical Technicians trained in advanced life support skills.

Community Services

The Chester Township Police Department offers firearms safety training, personal photo identification cards for residents who require them, a program for the recovery of missing persons, particularly those with memory loss, a telephone call-in welfare check for the elderly and others who may feel a need to participate and a house check service for residents away on vacation. All residents should feel free to participate in any of these programs. Officers are also available to speak with local community groups on request.

Beginning September 2010 you may have noticed marked and unmarked police cars following school buses or perhaps even heard stories from your children about officers visiting them in the schools. This is part of a community service initiative that our Department developed to help ensure your child’s well-being and to build positive relations in our community. The Follow-a-Bus program entails that officers check on bus-stop safety and ensure that any vehicle passing a school bus is stopped and addressed. The Cops-in-Schools program involves officers stopping by the schools, introducing themselves, and spending time with the children whether it is at lunch or recess. Our agency supports the tenet that positive interaction with Law Enforcement at a young age instills the belief that officers are approachable and that we are here to help and protect them; a message which we hope stays with them into their adulthood. The program has led to many positive interactions and has been well received by the teachers, parents and children alike.

A Neighborhood Watch program has been instituted by the Community Service Division. The program is designed to heighten the community’s sense of awareness to suspicious circumstances and identify those persons within the community who may need police assistance in case of an emergency. The Police Dept has formal procedures for investigating your complaint. These procedures ensure fairness and protect the rights of both citizens and law enforcement officers. If you would like to file a complaint, please complete the "Citizen Complaint Form" and submit it to the Police Dept.
