REASSESSMENT OF PROPERTIES FOR TAX YEAR 2010Posted on December 10, 2009 at 10:01 am The reassessment of all property in the Township of Chester has been completed in accordance with the rules and regulations mandated by the State of New Jersey requiring all real property be appraised at its fair market value as of October 1, 2009 for the 2010 tax year.
Property Record Card (PRC): A copy of each property owner’s PRC and value is being mailed on/about December 7, 2009. Each PRC will be on the reverse side of a salmon colored letter of instruction.
Taxes: The 2009 reassessment has resulted in a change in assessed values. However, it is important to note that individual property taxes cannot be computed until the new tax rate is established in mid-year 2010. Therefore, you must pay the first two quarters of the 2010 taxes as billed. Your taxes will be adjusted when the new bills are generated mid-year 2010. If you have any questions about your taxes at that time, you should then contact the Tax Collector, Toni Theesfeld at ext. 818.
Property Record Card: I urge you to CAREFULLY REVIEW YOUR PROPERTY RECORD CARD. If you believe there is an error on it, or if you have any questions with regard to the information on the PRC, you must call the Tax Assessor’s office at 908-879-5100 ext. 814 IMMEDIATELY to discuss it. You will speak with Anna Maria McDougal in the Assessment Office. You may also email your questions to amcdougal@chestertownship.org. Please note Chester in the subject line. You must indicate your name, address and block/lot. Please briefly state the problem or ask your questions. Please also include a telephone number. You will get a prompt reply. If you note that certain information is missing from the PRC, such as a finished basement, deck, etc., you should also communicate those details to this office so that our records are accurate. If there is any major discrepancy, the Tax Assessor will be in contact with you to address the problem and/or schedule an inspection to clarify the problem.
Meetings: The tax assessor will meet with you to discuss your 2010 ASSESSMENT if you dispute it. However, upon receipt of the PRC you must immediately call the Assessment Office and schedule an appointment to be scheduled on a Tuesday and Thursday with evening or early morning hours available. The Tax Assessor will try to accommodate schedules and, if necessary, will schedule meetings on a Saturday.
What is “proof”? If you believe that your assessment is incorrect, you should bring any/all proofs with you to support your position. For purposes of meeting the Assessor, it can be an appraisal, realtor’s CMA, photographs of issues affecting your value, contract for purchase of the property, or any other information which you believe may impact the market value of your house and property.
YOU MUST CALL TO SCHEDULE SUCH MEETING IMMEDIATELY. ALL MEETINGS WILL BE COMPLETED WITHIN TEN (10) DAYS OF THE MAILING OF THE PROPERTY RECORD CARDS.
The meetings are designed to ensure that everyone is able to know that the Township records are accurate and your assessment is correct. As a result of the meetings, some values may change, to wit: increase, decrease, unchanged, depending upon the facts relevant to each individual case. At that time, the Tax Assessor will consider the information obtained and notify taxpayers by mail of the outcome of the review.
